If you ship goods to customers in the European Union from outside the EU, the Import One-Stop Shop (IOSS) system is something you need to understand. Introduced in July 2021, IOSS fundamentally changed how VAT works for cross-border e-commerce shipments.
What is IOSS?
IOSS is a VAT collection mechanism for goods imported into the EU with a value of €150 or less per consignment. Instead of VAT being collected at the border (which causes delays and unexpected charges for customers), IOSS allows the seller to collect VAT at the point of sale and remit it through a single EU member state.
Why IOSS matters for your business
Without IOSS, your EU customers receive a surprise VAT bill when their package arrives. The carrier or postal service holds the package until the customer pays. This leads to delivery delays of days or weeks, customer frustration and negative reviews, increased return and refusal rates, and higher customer service costs for you.
With IOSS, VAT is included in the checkout price. The package clears customs automatically and reaches the customer without any additional charges or delays.
Who needs IOSS?
IOSS is relevant if you sell goods valued at €150 or less per order, ship from outside the EU to EU customers, and process a significant volume of EU orders. If your average order value exceeds €150, IOSS doesn't apply — standard import duties and VAT procedures handle those shipments.
How to register for IOSS
Non-EU sellers can register for IOSS through an intermediary in any EU member state. The intermediary handles your monthly VAT filings. Some fulfillment providers — including ShipLulu — can facilitate IOSS compliance by including your IOSS number in customs declarations automatically.
